BACKGROUND OVERVIEW OF THE FUNCTIONS OF THE POST
The UNESCO Institute for Statistics (UIS) is the statistical office of UNESCO and is the UN depository for global statistics in the fields of education, science, technology and innovation, culture and communication.
The UIS is the official source of internationally comparable data used to monitor progress towards the Sustainable Development Goal on education. The UIS is the official source of SDG 4 Global and Thematic Frameworks, SDG target 9.5 and SDG 11.4.1. and hosts and co-chairs the Technical Cooperation Group on the indicators for SDG 4. The UIS promotes the alignment of education monitoring frameworks through its technical input to the strategies of global and regional mechanism, such as the Global Education Cooperation Mechanism (GCM), G7, G20 and significant partners and donors to education work.
The UIS is developing a Global Education Observatory (GEO), with the vision of providing Member States and the international community with a gateway to education-related data that fulfils the need of national, regional and global stakeholders for easy access to information for decision making, which responds flexibly to short, medium and long-term priorities.
Within the mandate of strengthening SDG reporting, the UIS is supporting regions and countries in developing benchmarks for selected SDG 4 indicators and region-specific education indicators; and, under the leadership of the African Union, is responsible for reporting against the CESA framework. As part of its strategy for collaboration, brokerage and the generation of public goods the UIS has worked with UNICEF, World Bank, OECD and the GEMR on the Joint Survey of national education responses to COVID 19 and is developing resources to support the monitoring of commitments for Mission: Recovering Education 2021.
Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), in close coordination with the Director of UNESCO Regional Bureau for Education in Latin America and the Caribbean (UNESCO Santiago), and under the direct supervision of the Head of Education Section, UIS Montreal, the incumbent’s key role is focused on improving the coverage for the UIS core set of indicators through working with member states on responses to the UIS data collections and strengthening the capacity of member states to monitor SDGs including securing national commitments to SDG4 benchmarks.
MAIN RESPONSIBILITIES AND TASKS Long Description
- In collaboration with UNESCO Office in Santiago and Regional Bureau of Education for Latin America and the Caribbean (LAC)develop medium term strategies and annual work plans outlining the priorities for the Latin America and Caribbean Region in relation to strengthening the reporting and monitoring of the SDG4 Agenda by Member States.
- Review and report on effective practices to advance UIS’ field strategies related to UIS questionnaires’ completion and data reporting.
- Support the development of UIS regional activities for effective implementation of UIS regional programmes, supporting the follow up and review of the Sustainable Development Goals (SDGs) and the Education 2030 Agenda as well as promoting data driven policymaking.
- In collaboration with programme units in UIS Montreal, organize national and regional training programmes including UIS annual surveys to strengthen the knowledge and skills of Members States in the region on international education statistics and monitoring SDG4.
- Conduct activities required for the regional implementation of UIS programmes in the fields of education, literacy skills measurement, and assessment of learning outcomes, science, technology & innovation, culture, and communication & information statistics.
- In collaboration with the UNESCO Regional Bureau of Education, conduct mapping of key stakeholders in the region and enhance the UIS’s network of partnerships involved in data quality at national and regional levels.
- In collaboration with the UNESCO Regional Bureau of Education, develop a regional resource mobilization plan.
- document and support undertaking cross-national and country specific research, including literature reviews and prepare background papers to inform progress of UIS activities.
- Prepare and disseminate UIS annual reports, including country fact sheets and briefing materials related to statistics and analysis.
- Liaise with the UNESCO Office in Santiago, the Regional Bureau for Education, UNESCO national and cluster Offices (particularly for implementation of UIS workplan), as well as Regional Bureau of Science and Culture (for specific projects) for the effective implementation of UIS activities in the region.
- Perform any additional activities that may be required in support of the mandate of the UIS and to ensure the success of the team.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree in statistics or a closely related discipline (such as demography, economics, mathematics, social sciences with a substantial applied statistics component.
Work Experience
- A minimum of 4 years of relevant professional experience, in technical assistance and project management, fundraising and developing partnership pertaining to national statistical and information systems.
Skills and competencies
- Proven ability to provide advice to national statisticians on statistical and methodological issues related to data collection, analysis and reporting.
- Ability to analyse project proposals and monitor project implementation.
- Excellent information technology skills including an advanced knowledge of spreadsheet and database software.
- Ability to communicate effectively (oral and written) and make presentations to a broader audience.
- Excellent inter-personal skills and the ability to work effectively in a team and a multi-cultural environment.
- Collaboration and knowledge sharing.
- Results-oriented.
- Technical competence in the use of IT tools and both standard office and data processing/analysis software (i.e., MS Excel, MS Word, SPSS, Stata or SAS).

DESIRABLE QUALIFICATIONS
Education
- Training in project management.
Work Experience
- 2 years of professional experience acquired at the international level within a UN or similar agency or in a Government Ministry/agency.
- Experience working a crisis of post crisis setting.
Skills and competencies
- Experience working with statistical databases such as ORACLE and SQL.
- Experience working in crisis and/or post crisis settings
- Experience in UNESCO’s operations and administrative procedures.
- A good knowledge of UIS data (structure and process).
Languages
- Working knowledge of French and Portuguese.
