It monitors progress towards the Education for All (EFA) goals agreed at the World Education Forum in Dakar (Senegal) in 2000, identifies promising education policies, and analyzes a major theme. In May 2015, the Global Monitoring Report received a mandate to continue as the Global Education Monitoring Report (GEM Report) from the World Education Forum. The Report contributes to the ongoing development of the SDG 4 monitoring framework and the examination of financing challenges, as well as the critical assessment of which education strategies, policies, and programmes contribute positively to the complex relations between education and key development sectors.
