The Global Education Monitoring Report (GEM Report) is an editorially independent, authoritative, and evidence-based annual report that monitors progress towards the global education goal and targets adopted by the UN in September 2015. The Report is developed by an independent team and published annually by UNESCO; it is widely recognized as an indispensable reference tool for global education policy leaders.
As part of its current 2019-2024 Strategy and building on its status and reputation, the GEM Report is adjusting its existing, and introducing new, outputs to improve the monitoring of education commitments and support policy development at regional and national level, particularly in countries at risk of not achieving SDG 4.
In this context, in collaboration with the Association for the Development of Education in Africa (ADEA), a Spotlight Report series on universal basic education completion and foundation learning in Africa is envisaged. Building upon existing national education sector monitoring processes, the series aims to place easily understood, evidence-based and compelling diagnostics in the hands of education leaders and advocates. These diagnostics are expected to contribute to a shared understanding of the main challenges in countries’ education systems; bolster coherence of national education and related social policies to improve access, equity, quality and learning in basic education; and facilitate country-, regional- and continental-level dialogue. Engagement with country leaders, civil society and non-government organizations, parliamentarians, teacher unions, and the media is expected to be critical for the effectiveness of the Spotlight report. Unlike other GEM Report products, the Spotlight Report series will be produced annually, focusing on a dozen countries per year, of which four each year would be analyzed in greater depth.
In addition, the GEM Report is in the process of establishing partnerships to fulfil new education monitoring responsibilities, for instance to support the preparation of the Results Report of the Global Partnership for Education, help monitor international commitments on girls’ education and monitor global education financing trends in collaboration with the World Bank through the Education Financing Watch series. Moreover, challenges, such as COVID-19, and new initiatives, such as introduction of SDG 4 indicator benchmarks, call for innovative ways to report progress that require new expertise to complement and expand the skill set of the team.
Under the overall authority of the Assistant Director-General for Education (ADG/ED), overall guidance of the Director of Global Education Monitoring Report (GEM), and in close coordination with Senior Project Officer (Policy Analyst) and the Senior Project Lead (Spotlight Report), the incumbent will lead data and analytic work related to the GEM Report Spotlight Series and other GEM Report products. In particular, the incumbent’s main activities will include the following:
1. Directly responsible for the technical content of the annual Spotlight Report series on universal basic education completion and foundational learning in Africa
2. Be responsible for new, and support existing, GEM Report initiatives to monitor education progress
3. Support ongoing core GEM Report output processes, including:
